Though their Interact site, GSA has announced that the Draft RFP for OASIS has been released and is available in FedBizOpps!
GSA’s One Acquisition Solution for Integrated Services (OASIS) is a new contract vehicle for contractors with complex, multi-disciplinary (integrated) professional services.
The Draft RFP includes documents for comments and questions. GSA is seeking industry insight to improve the request from vendors and create a better contract for professional services.
The current RFP requires that your past performance examples contain at least three of the six core competencies to be considered, The core competencies include:
- Program Management Services
- Management Consulting Services
- Scientific Services
- Engineering Services
- Logistic Services
- Financial Management Services

We received a good question: “How do you envision the OASIS Contracts will change the face of Government procurement? What do you think are the pros and cons to a supplier or service contractor for getting engaged?”
It may be early too early to say if OASIS will change the face of Government Procurement, but we believe it will impact companies offering professional services on many of the GSA Schedules.
Because of the Price Reduction Clause in GSA Schedules, remaining compliant with GSA negotiated pricing has always created a special problem for contractors offering professional services. Our team of experts at Coley GSA believes OASIS will create an easier and more realistic approach for acquiring professional services and will cannibalize some if not much of the GSA Schedule business over time.
Because of the potential impact OASIS could have on existing GSA Schedule business, we are encouraging GSA Schedule contractors offering professional services to consider competing for the OASIS contract. However, GSA has set the bar very high for small businesses to qualify. For example, the DRAFT solicitation required small businesses to provide five past performance examples demonstrating experience in at least three of the six functional areas with a combine value of at least $2 million; one of which must have been performed under a cost-reimbursable type contract.
In our opinion this will eliminate at least 80% of small businesses from the competition. Our experience has showed that very few small businesses have the required accounting system in place to support cost-reimbursable type contracts. The solicitation is still in the early stages of development and the requirements are still being worked. We strongly suggest that small businesses get involved and give the OASIS office your feedback.
