Jack Coley is CEO of Coley & Associates, Inc., Coley GCS, LLC, and founder of FedMap™– the government contractor accelerator. He is a results-driven executive, and successful entrepreneur who has a deep understanding of the super competitive government contracts marketplace. He has used his understanding, along with his more than 25 years of experience, to help small businesses win more than $26 Billion in new contracts. Jack has advised more than 1,000 small and large businesses, spoke at conferences, sat on expert panels, and been quoted in numerous articles. His experience spans a broad range of government agencies and functional areas. He is an Air Force Veteran, received his MBA with Honors from Webster University, and a Bachelor’s with distinction from Wayland Baptist University.
Senior Associate - Senior Consultant Contracts & Proposals
J.F. is a Senior Consultant with over 35 years’ experience working with Federal, State, and Local agencies and government contractors, including substantial experience writing and managing winning proposals. Since 2004 when he joined Coley, J.F. has been successful in developing long-term relationships with clients by providing dependable, expert advice, putting his customers’ interests first, and helping them win more government contracts through his exceptional proposal writing skills.
J.F. started his government career working on Capitol Hill as a legislative analyst and assistant and was an Adjunct Professor at American University in Washington DC for 10 years. Prior to joining the Coley Team, J.F. was a lead contracts writer/editor in support of the US Departments of Energy, Health and Human Services, and Department of Justice; and then served as a senior proposal manager for CH2M HILL; a very large government contractor.
Mr. Bierlein is the author of three published books in English, and two in Spanish and Portuguese. He is fluent in English, Portuguese, German, French, and Spanish.
J.F. received his BA from Valparaiso University and his MA from American University.
Ramiro Delgado, CFCM
Director of Contracts Management and Acquisition
Ramiro received his BBA in Business with a minor in Economics from the University of Texas at San Antonio and is a Certified Federal Contract Manager.
Since 2015, John has continually supported product-based and service provider contractors win and manage their GSA Schedules. John grown at Coley to a contracting expert with specialization in in advanced excel management, contract compliance, and market research. Over the years, John has grown very familiar with the MAS solicitation, as well as modification and offer requirements.
John has completed his Associates degree in Computer Science at St. Phillip’s College and now works as a full-time Contract Manager. John continues to follow his interest in illustration, design, and programming.
Roman joined Coley GCS in 2019 providing support to GSA Schedule contracts. In his role as contract adviser, he works tirelessly to keep clients up to date and compliant. His work includes helping companies that want to offer both products and services to government clients wanting to use the GSA Schedule.
Roman’s supports companies currently on schedule who depend on him to update their GSA pricelist as well as those who seek to understand the implications of a recent Mass modification to their contract.
Prior to joining Coley, Roman worked in the hospitality and customer service industry, including support for client management and data analysis for clients. Roman attended Palo Alto College in San Antonio, Texas.
Daniel Coley, CFCM
Daniel is Vice President of Coley GCS, where he leads the day-to-day contract consulting division operations and management. Daniel is a Certified Federal Contract Manager (CFCM) and has years of experience with the acquisition, management (compliance and administration) and marketing of Federal, State, and Local government contracts since 2002. Daniel specializes in GSA Schedules, FAR 8 and 12 regulation acquisition and compliance, as well as other aspects of contract management and marketing. He has helped hundreds of Coley clients win opportunities and remain compliant with the terms of their contract while helping them expand their government business. Daniel understand contract compliance including areas such as the Sales Tracking Systems, Services Contract Act, Price Reduction Clause, Contract Modifications, Novations, and the full range of auditable procedures. Daniel leads based on Coley’s philosophy of delivering the very best customer service with integrity. He earned his degree from Texas State University.
Jim is responsible for implementing Coley’s business development strategies targeting Federal, State and Local government. Using his over 35 years’ of experience in Federal government and private industry, Jim helps develop new business strategies, identifies new opportunities, and develops teaming relationships.
Prior to joining Coley in 2001, Jim held a senior position at USAA’s Information Technology Company, ITCO, where he worked with ITCO leadership in promoting and integrating new technology enterprise-wide, which required business planning, marketing, and management studies and analysis. Prior to USAA, Jim held various senior leadership positions with the Department of the Air Force and Department of the Army where he developed experience in management, strategic and technology planning, engineering, technology transfer, business development, research and analysis, and marketing.
Mr. Vinarskai received his MS in Electrical Engineering in Bioengineering from the University of Nebraska and his BS in Electrical and Electronics Engineering from North Dakota State University.
Sr. Contract Advisor
For over ten years, Julio has helped companies maximize the benefits of GSA Schedule ownership. His expertise spans a broad range of services, including helping companies acquire their GSA Schedule, remaining compliant with the myriad terms and conditions, and enhancing their online presence. Julio is an expert in GSA Advantage catalog optimization as well as DOD FedMall registration and maintenance that has translated into accelerated market traction in the Federal marketplace.
Before joining Coley, Julio faithfully served in the US Army for over 10 years. His military service instilled within him a strong tradition of “service-before-self” that benefits his clients by putting their interests first. Julio has worked with complex government regulations and understands the importance of being detail-oriented to help his clients remain compliant.
Senior Consultant - Marketing
Cindy joined Coley in 2012 and has over 25 years of marketing experience in both corporate and government markets. She uses her knowledge and expertise to help our clients develop integrated marketing strategies, including branding, campaign management, analytics, budgeting, print production, digital marketing, social media, CRM, vendor management, and exhibit and event management.
Cindy received her BBA in Business Administration from the University of Texas Pan-American.
