Meet Our Team
Coley’s team has been built with experts from both government and industry to create a special mix of talent and experience needed to deliver the full range of expert advice companies need during the government contract life-cycle.
Jack Coley founded Coley Government Contract Services (GCS) in 2001 to help companies accelerate and sustain business success in the government marketplace. Jack brings over 35 years’ experience transforming organizations into world-class operations. Companies have called on Jack to drive business strategy and build government business for almost 20 years. Since founding Coley GCS, he has helped clients throughout the United States become successful government vendors winning over $1 billion in government contracts. Prior to founding Coley GCS, Jack worked for a top Federal contractor where he successfully established, managed, and grew three new regional offices. Profit centers under Jack’s leadership consistently delivered the highest profit margins in the company. His experience in government business development provided Jack with the knowledge of what it takes for big or small companies to succeed in the government marketplace. Jack’s business philosophy is to serve with integrity, authenticity, and professionalism. He leads by example and always makes decisions that are in the best interest of each customer. He is committed to helping our customers succeed by delivering a high level of service provided by the most knowledgeable consultants in the field. This philosophy has enabled Coley & Associates to enjoy long-term relationships with clients that have extended for over a decade. Jack has a proven record of success in both corporate and entrepreneurial environments. He received his MBA with Honors from Webster University and a BS with distinction from Wayland Baptist University.
Senior Associate - Senior Consultant Contracts & Proposals
J.F. is a Senior Consultant with nearly 30 years’ experience working with Federal, State, and Local agencies and government contractors, including substantial experience writing and managing winning proposals. Since 2004 when he joined Coley, J.F. has been successful in developing long-term relationships with clients by providing dependable, expert advice, putting his customers’ interests first, and helping them win more government contracts through his exceptional proposal writing skills.
J.F. started his government career working on Capitol Hill as a legislative analyst and assistant and was an Adjunct Professor at American University in Washington DC for 10 years. Prior to joining the Coley Team, J.F. was a lead contracts writer/editor in support of the US Departments of Energy, Health and Human Services, and Department of Justice; and then served as a senior proposal manager for CH2M HILL; a very large government contractor.
Mr. Bierlein is the author of three published books in English, and two in Spanish and Portuguese. He is fluent in English, Portuguese, German, French, and Spanish.
J.F. received his BA from Valparaiso University and his MA from American University.
Senior Consultant - Accounting
Paula brings over 25 years of experience in many corporate functions of small businesses including, accounting, payroll, sales tax, AP/AR, job cost accounting, finance, budgeting, reporting, and Human Resources. As a Senior Consultant, Paula works with our clients to improve accounting and finance practices consistent with government regulations, including Financial Reporting & Management, Budget Preparation, Financial Analysis, Process Improvement, Risk Assessment, and Due Diligence.
Paula is a Certified QuickBooks ProAdvisor Consultant and is completing her BS in Business Administration in Accounting from the University of Incarnate Word
Sr. Contract Advisor
Julio has over three years’ experience helping companies maximize the benefits of GSA Schedule ownership. His expertise spans a broad range of services, including helping companies acquire their GSA Schedule, remaining compliant with the myriad terms and conditions, and enhancing their online presence. Julio is an expert in GSA Advantage catalog optimization as well as DoD Email registration and maintenance that has translated into accelerated market traction in the Federal marketplace.
Before joining Coley, Julio faithfully served in the US Army for over 10 years. His military service instilled within him a strong tradition of “service-before-self” that benefits his clients by putting their interests first. Julio has worked with complex government regulations and understands the importance of being detail-oriented to help his clients remain compliant.
Administrative Contracts Specialist
Gerina joined Coley as a highly-qualified mentoring specialist, with over 10 years of experience in the field. She has mentored at-risk youth and adults during her time at the George Gervin Youth Center, the Texas Department of Rehabilitative services and Alamo Colleges. Gerina brings over 25 years of executive support and customer service expertise to Coley.
Since joining in 2015 she has brought her positive attitude and Mentoring skills to the Government Contract Services(GCS), where she works with the consulting team supporting clients with product management, data analysis, and process system support. Gerina is a knowledgeable professional dedicated to team success. She is currently pursuing a Bachelor in Business Management Degree.
Daniel Coley, CFCM
Daniel is Vice President of Coley GCS, where he leads the day-to-day contract consulting division operations and management. Daniel is a Certified Federal Contract Manager (CFCM) and has over 16 years’ experience with the acquisition, management (compliance and administration) and marketing of Federal, State, and Local government contracts. Daniel specializes in GSA Schedules, FAR 8 and 12 regulation acquisition and compliance, as well as other aspects of contract management and marketing. He has helped hundreds of Coley clients win opportunities and remain compliant with the terms of their contract while helping them expand their government business. Daniel understand contract compliance including areas such as the Sales Tracking Systems, Services Contract Act, Price Reduction Clause, Contract Modifications, Novations, and the full range of auditable procedures. Daniel leads based on Coley’s philosophy of delivering the very best customer service with integrity. He earned his degree from Texas State University.
Jim is responsible for implementing Coley’s business development strategies targeting Federal, State and Local government. Using his 35 years’ of experience in Federal government and private industry, Jim helps develop new business strategies, identifies new opportunities, and develops teaming relationships.
Prior to joining Coley in 2001, Jim held a senior position at USAA’s Information Technology Company, ITCO, where he worked with ITCO leadership in promoting and integrating new technology enterprise-wide, which required business planning, marketing, and management studies and analysis. Prior to USAA, Jim held various senior leadership positions with the Department of the Air Force and Department of the Army where he developed experience in management, strategic and technology planning, engineering, technology transfer, business development, research and analysis, and marketing.
Mr. Vinarskai received his MS in Electrical Engineering in Bioengineering from the University of Nebraska and his BS in Electrical and Electronics Engineering from North Dakota State University.
Senior Consultant - Marketing
Cindy joined Coley in 2012 and brings almost 20 years of marketing experience in both corporate and government markets. She uses her knowledge and expertise to help our clients develop integrated marketing strategies, including branding, campaign management, analytics, budgeting, print production, digital marketing, social media, CRM, vendor management, and exhibit and event management.
Cindy received her BBA in Business Administration from the University of Texas Pan-American.
Ramiro Delgado, CFCM
Director of Contracts Management and Acquisition
As a Senior Consultant, Ramiro manages GSA Schedule contracts for Coley’s clients where he provides advice while ensuring that contracts are compliant and current. Ramiro worked in the customer service industry for 6 years prior to joining Coley in 2009 where he has been active in GSA Schedule support. Since joining the Coley Team, Ramiro has earned a reputation among our clients for being willing to go above and beyond to meet their GSA Schedule contract needs and for being a team player among his coworkers.
Ramiro received his BBA in Business with a minor in Economics from the University of Texas at San Antonio and is a Certified Federal Contract Manager.
Administrative Contract Analyst
John joined Coley as contract support while attending college. John supports the Government Contract Services consulting team with product management, data analysis, & process and system support. John is professional and adaptive, completing tasks quickly and accurately. John continues to follow his interest in illustration, design and programming.
John has completed his Associates degree in Computer Science at St. Phillip’s College and now works as a full-time Administrative Contract Analyst.
