The OASIS Team has sent an email announcing the release of the final Request for Proposals (RFP’s) for OASIS and OASIS Small Business. The RFP’s have officially been posted in FedBizOpps (FBO) and both postings contain the SF33 award document, a copy of the solicitation and 10 attachments. The attachments for both RFP’s include templates for pricing and past project experiences, self-scoring worksheets, pre-award surveys, and pool applications to determine which pool OASIS pool your business will fall in.
OASIS and OASIS Small Business have a defined set of labor categories allowed through these vehicles and GSA has also included a document which sets forth the acceptable price range for each labor category.
There does not appear to be significant changes between the draft RFP’s and these final versions. As GSA announced previously, your company will be awarded more points based on the size of your past project and the total number of the 6 core disciplines the project encompasses. For example, you will receive 50 points if your past project contains 4 of the 6 core disciplines; 75 points if your past project contains 5 of the 6 core disciplines; and 100 points if your past project contains 6 of the 6 core disciplines. The 6 core disciplines for OASIS are:
- Project Management
- Management Consulting
- Scientific
- Engineering
- Logistics
- Financial
Currently, responses to the RFP’s are due on September 17th. **OASIS Due Date Postponed**
The closing date for the OASIS and OASIS Small Business solicitations was originally set for October 10th but due to the Government shutdown the date has been postponed. In an amendment to the solicitations on FedBizOpps GSA announced that: “In consideration of the Government shutdown… the proposal due date of this solicitation is hereby suspended indefinitely. Offerors are instructed to NOT submit proposals until further instruction.” In another announcement a few days later GSA further explained that: “The OASIS Program Office fully intends to establish the proposal due dates 10-14 calendar days from the date that the Government shutdown is resolved.”
With the Government shutdown still upon us there is currently no set due date for OASIS and OASIS Small Business. Once the Government shut down ends GSA will announce the new due date via a final amendment. If you are planning to respond to the OASIS or OASIS Small Business solicitation, we recommend you use this extra time to fine tune your proposal. Also, keep an eye on FedBizOpps for the final amendment with the new due date.
