TXMAS stands for Texas Multiple Award Schedule and is a program that is used to supplement the Statewide Procurement Division (SPD) term contracts. The TXMAS program uses existing competitively awarded government contracts, primarily the GSA schedule, to service the needs of Texas Smart Buy members and state agencies.
TXMAS can be a great way for businesses to expand their scope and identify more opportunities. However, getting a TXMAS contract awarded is at the discretion of the SPD. To be considered for a Texas Multiple Award Schedule, an offer packet application must be completed and submitted. The offer must be competitive in the most favored customer pricing and may have to be able to negotiate a lower price for the goods and/or services offered.
TXMAS is a popular contracting vehicle for businesses, but it has recently been very difficult to even begin the process of procuring a it due to the continuous moratorium on new submission of any offer packets to the SPD. TXMAS has been closed for new business for over two years, though the SPD is now stating that they will open to TXMAS offer packets beginning September 1,2022 according to the comptroller.texas.gov website.
