The General Services Administration acquisition programs are the most preferred and utilized contracting vehicles in Federal contracts. Over the years, GSA has created MAS contracts, Government-Wide Acquisition Contracts, and Blanket Purchase Agreements that have provided specialized product and service offerings for federal acquisitions, Including the MAS, VA FSS, OASIS, 8(a) STARS, and others.

GSA is now developing a GWAC to provide solutions that incorporate professional services with an IT component called Integrations.

Some GSA Schedule holders that provide professional services with an IT component may currently not be able to publish their services through GSA  to accurately offer their services. This poses an issue for both government buyers that can’t find a solution they are looking for and for sellers, who are limited on how their services are represented. The goal of the Integrations project is to create an acquisition tool that offers complex, integrated professional services access to ancillary Information Technology (IT) components through the General Services Administration (GSA).

The Integrations Project’s focus is based on the following areas.

  • Program Management and Consulting
  • Professional Engineering
  • Financial
  • Logistics
  • Information Technology (IT)

The Integrations project draft RFP will be carefully constructed so as to ensure  the flexibility needed to access an array of integrated service solutions for small businesses. Unrestricted set-aside tracts, on-ramp/off-ramp necessities are expected to be included in the solicitation.

Advantages of Integrations

Integration offers schedule holders the advantages of opportunity maximizing, flexibility, indefinite delivery/quantity, easy to use multiple award task and delivery order contracting forges a successful path to lead time reduction, a reduction in high-risk contracting, meeting socio-economic goals, and maximizing on the unnecessary production of interagency contracts. The integration should facilitate GSA schedule sales to Government customers; ease in using a GSA schedule could result in increased sales for GSA schedule holders.

 Strategic Sourcing and Goals 

Strategic sourcing provides a fact-based approach to optimize the supply base for GSA Schedule holders while improving the overall value proposition. The collection of transaction data will support contract types that use strategic procurement to demonstrate the overall best value or drive cost capabilities. The collected data creates performance indicators that enable the Government to monitor trends and make better planning decisions for the future.

Access and Audiences 

GSA schedule holders will have the ability to access the Integrations project through the Direct Order/Direct Bill via Contracting Officers, Procurement Delegations of Authority (PDA),  Turnkey Assistance via the Project Management, and Procurement of the GSA FAs organization. The target audiences are federal agency customers, GSA program and staff offices, members of Congress, the Office of Management and Budget (OMB), the Office of Federal Procurement Policy, the Small Business Administration, Chief Acquisition Officers (OCAOs), GSA’s Internal Stakeholder and office of Citizens Services, the Information Association of America, the Professional Services Council, the Coalition for Government Procurement, and the media. The accessibility of the integrated project is closely related to the advantages, goals and solutions currently pursued by GSA Schedule holders for the successful procurement of professional services with IT components.
