The Department of Veteran’s Affairs Federal Supply Schedule (VA FSS) has issued a mandatory mass modification for all current Schedule 621I Professional and Allied Healthcare Staffing Services vendors.

Mass Modification No. 14, issued 01 October 2021 updates the current solicitation from RFP-797-FSS-0115-R3 to RFP-797-FSS-0115-R4, which incorporate several regulatory amendments to existing clauses. Most changes to the solicitation address the notice of set-asides under the schedule. It references 51.219-13 note in solicitation.  

Other revisions include clarification on the applicability of the Trade Agreement Act to services, stating that the country of origin for services is defined by the location of the company, not the location of the performance.

Continuity of Services amendments removing the employee’s right of first refusal, while still incorporating contractors’ requirements to ensure continuation without interruption following contract award to a different contractor.

A clarifying note has been added to the Use of FSS by Non-Federal entities stating that State Vet homes with sharing agreements are included as eligible ordering activities.

The vendors are required to complete SF30 of refresh No. 0014 and submitted the entire package to FSS.Help@va.gov with the email subject line “RFM- Contract # -621I-Mass Modification 0014” no later than November 30, 2021

To complete the SF30, the vendor must complete the following areas:

• Block 8 – Contractor information
• Block 10a – Contract Number
• Blocks 15a-c — Name and title of signer, signature and date
