For those following the OASIS + contracting vehicle, there have been several recent developments to report.
On November 15, GSA posted a draft RFP for industry comment as well as an industry survey. Comments and survey are due on 31 December. The draft RFP includes all sections of the solicitation, including the qualification matrix.
But it still looks like a long time until the Final RFP hits the street. GSA indicates that it will integrate the comments from the current draft RFP into a new second draft RFP in the second quarter of Fiscal Year 2023 (January to March of next year). However, it is likely that comments will be sought on the second draft RFP as well.
This makes us notionally anticipate the release of the final RFP in the third quarter, perhaps even the fourth quarter, of 2023. With such dates a long way off, is there anything you can prepare to do now?
Prepare for OASIS Plus:
First, register on the Symphony Procurement Suite as soon as possible. Symphony will be used for submitting the proposal and evaluations. Second, please review the draft RFP and identify elements you wish to comment upon or that require further clarification? If so, utilize the symphony to submit comments before the deadline. Third, carefully review the requirements and evaluation criteria now in order to make an educated decision as to whether your organization meets the requirements to bid on OASIS +. And finally, now is when you should be investigating and forming any teaming relationships or Joint Ventures in order to qualify to successfully bid on OASIS+. You can review previous contractors to identify potential competition and possible rates by viewing companies that were successful on the initial OASIS (SB/Unrestricted and 8a)or HCATS contracts
