General Services Administration (GSA) has announced major changes coming to the Multiple Award Schedule (MAS) upcoming Refresh 27 to Solicitation 47QSMD20R0001. This Refresh will also require a Mass Mod for schedule holders to review and accept.

As with the last refresh and GSA’s continued effort to streamline, this one is also packed full of lots of changes. We have outlined them below for you. However, our GSA experts are available to discuss all these changes and help you keep your contract current and compliant.

GSA MAS Refresh 27 is Retiring SINs

GSA has announced the retirement of 10 more SINs. Once the refresh is live, a unilateral modification will be sent to affected vendors. If you have any of these SINs, you’ll have until end of July to modify your contract to move appropriate items to another SIN, otherwise all items will also be removed with the SIN removal.

Out of Scope Items

GSA is updating the list of categories at under the “General Information” section of each Category Attachment. They will not award items that fall under these categories:

• Remanufactured (except toner)
• Automotive parts
• Personal hygiene items
• Fully assembled rotary-wing or fixed-wing aircraft
• Books and publications (except technical publications and reports on SIN 511120)
• Children’s toys, dolls and games
• Promotional products
• Sporting goods
• General clothing items (except workwear under SIN 3152, uniforms under SIN 315210 and protective apparel under SIN 339113PA)
• Swimming pool equipment and supplies
• Musical instruments
• Customizable awards, medals and ribbons

Transactional Data Reporting (TDR) Expansion

GSA is ending the pilot program for TDR and making it mandatory for all existing product SINs and the Cloud SIN (518210C). Contracts must opt-in to TDR no later than September 20, 2025. See the list of all SINs that will be mandatory below.
TDR has been very beneficial to vendors and we are very excited to see this change. If your schedule joined the TDR program yet, our experts would love to help you through the process and guide you on how to report sales monthly.
All remaining TDR eligible SINs will become mandatory in future refreshes.

Update Service Contract Labor Standards (SCLS) Wage Determinations

Offerors need to ensure that pricing and Wage Determination (WD) numbers are updated and included in their matrix. A list of incorporated WD can be found on GSA.gov

Revisions to Instructions Applicable to All Offerors

GSA has made the following changes to SCP-FSS-001:

• SCP-FSS-001 (j)(1)(xi)- specifies that Letter of Supply (LoS) requirements are applicable to items proposed under Information Technology (Category F) and Printing and Photographic Equipment (Subcategory A10 in Category A).
• SCP-FSS-001 (j)(1)(iv)(D)- changes waiting period for resubmission of offers for contracts canceled or allowed to expire due to low sales or non-compliance with contract terms and conditions to 24 months.
• SCP-FSS-001 (f) – revised to state that participation in Transactional Data Reporting (TDR) is mandatory for all Product SINs and the Cloud SIN (518210C)
• SCP-FSS-001 (j)(3)(ii)(E) clarifies that stand-alone items must be proposed as either a base item or an accessory, they cannot be proposed as an option

Executive Order Updates

The following will be added in the “General Information” section of each Large Category solicitation attachment:

1. Revoked Executive Orders: In accordance with Section 4(e) of E.O. 14154, E.O.14148, and E.O. 14236, products or services associated with revoked E.O.’s (e.g., E.O.14057, E.O. 13990, and E.O. 14096) that do not have a statutory basis are excluded from the scope of the MAS program. This includes offerings related to the social cost of greenhouse gas emissions, social governance, environmental justice, and corporate social responsibility. Products and services supported by statutory authority remain within the scope of the MAS program.
2. Executive Order on Ending Radical and Wasteful Government DEI Programs: In accordance with E.O. 14151, Ending Radical and Wasteful Government DEI Programs and Preferencing, dated January 20, 2025, E.O. 14173, Ending Illegal Discrimination And Restoring Merit-Based Opportunity, dated January 21, 2025, and Fact Sheet: President Donald J. Trump Protects Civil Rights and Merit-Based Opportunity by Ending Illegal DEI, dated January 22, 2025, which “terminates “diversity, equity, and inclusion” (DEI) discrimination in the federal workforce, and in federal contracting and spending”, any products, services, or solutions that violate the aforementioned provisions of the Executive Order are excluded from the scope of the MAS program.

Miscellaneous Changes and Clarifications

• Limit requirement for resellers to provide a manufacturer Letter of Supply to Information Technology (Category F) and Printing and Photographic Equipment (Subcategory A10 under Category A) only
• Clarify that stand-alone items must be proposed as either a base item or an accessory, they cannot be proposed as an option
• Changes to Price Proposal Template for Products:
  • Add the following note on the PRODXACC TAB: Note: By default, accessories published on GSA Advantage! are available for purchase alone or with a base product. Accessories that are only available for purchase with a base product should be published via the MAS contractor’s Text File.
• Incorporate clause and provision updates, as necessary, through Federal Acquisition Circular (FAC) 2025-04 and GSAR Change 199, excluding GSAR Change 187.

GSA has also released the following information to Specific Large Category, Subcategory, or SIN:

1. Office Management (A)
   1. Office Management Maintenance and Repair Subcategory (A05):
      1. Revise instructions to clarify that a Letter of Supply/Authorization is not required; however, offerors must provide proof in the form of letter(s) from manufacturers, service agreements, certificates of authorization to perform repair work, etc. that clearly states that the contract holder/offeror is certified/authorized to perform service on the brands listed.
   2. Media Products (A06):
      1. Remove Media Products Subcategory
   3. Media Services (A07):
      1. Rename “Media Services Subcategory” to “Media Subcategory”
      2. Revise SIN 511120 Title from “Periodicals, Subscriptions, Online Book Selling and Lending Library Services” to “Technical Publications and Industry Reports”
      3. Revise SIN 511120 Description to:
         1. 511120 Include technical publications, subscriptions, industry reports, scientific/technical journals, engineering publications, instructional manuals
      4. Add SIN instructions: Note: Excludes periodicals, online book selling and lending library services, textbooks, educational materials, pamphlets, children’s books, and any other general use printed items such as: books, publications, or written materials, novels, guides, reference books and all other media services.
   4. Printing and Photographic Equipment Subcategory (A10)
      1. Revise Subcategory Instructions to state: “A Letter of Supply/Authorization is required under this subcategory and must be issued by the Original Equipment Manufacturer (OEM) to cover the proposed contract period of performance.”
2. Facilities (B)
   1. Facilities Maintenance and Repair (B01):
      1. Revise SIN 561210FAC description.
      2. Revise SIN instructions.
         GSA will not award MAS contracts to offerors only offering service types such as janitorial, plumbing, and electrical, which can effectively be performed by contractors who provide Complete Facilities Maintenance. The only standalone services allowable under SIN 561210FAC will be for offerors performing HVAC services (technical response must show experience in Boilers, Chillers, Refrigeration, etc.), Maintenance of Fire Alarm Systems and Maintenance of Fire Suppression Systems; and/or Elevator/Escalator Inspection Service and Elevator/Escalator Maintenance Service.
         Fire Alarm Note Changes:
         *Note: These requirements apply only to applications in the Continental United States (CONUS), Alaska, Hawaii and Puerto Rico. For services proposed internationally, the commensurate standards will apply and should be provided with the offer. The ordering agency will be responsible for final review of the required documents prior to task order award to ensure but will be reviewed by the ordering activity for compliance with the local requirements and standards.
         Elevator Note Changes:
         Elevator/Escalator Inspection Service and Elevator/Escalator Maintenance Service:
         Special Proposal Instructions related to Elevator/Escalator Inspection Service and Elevator/Escalator Maintenance Service:
         Offerors that include Maintenance and Inspection shall comply with all technical standards and provide a copy of State Certifications for each elevator maintenance employee and a copy of any Collective Bargaining Agreements is required with the offer.
         The ordering agency will be responsible for final review of the required documents prior to task order award to ensure compliance with the local requirements and standards.
