The General Services Administration (GSA) is moving forward with one of its most significant system modernizations in years: the retirement of the Schedule Input Program (SIP) and full transition to the FAS Catalog Platform (FCP).

By mid-2025, thousands of contractors have already transitioned, and GSA continues to onboard Schedule holders in phases. For every contractor—whether you offer products, services, or both—the move to FCP is not optional. Understanding the requirements now will help ensure your catalog remains compliant, visible, and competitive on GSA Advantage!

What’s Happening with SIP and FCP in 2025

For decades, SIP and EDI were the only tool contractors could use to manage GSA Advantage! catalog updates, but it was outdated and prone to errors. FCP replaces SIP with a modern, web-based system that integrates directly with eMod and GSA Advantage!, streamlining how contractors submit modifications and update their catalogs.

As of FY25:

• GSA is onboarding contractors in waves throughout the year.
• Notifications are being sent directly to Authorized Negotiators when it’s your turn to transition.
• Service contractors are now included in the rollout, with new tools like the Services Plus File (SPF) replacing the old Services Price Proposal Template (PPT) template. If you missed it, we covered SPF details in our earlier blog on SIP to FCP.
• Certain contract types (e.g., Zonal Pricing or some BPAs) may transition later, pending system enhancements.

What You Must Do Before the SIP to FCP Transition

Every contractor must complete a baseline modification before moving to FCP – both a product and service baseline mods if you are offering both. This ensures your Advantage! catalog reflects your awarded offerings accurately. The baseline step can be time-consuming, especially for larger or outdated catalogs, but it’s critical to avoid delays or compliance issues. Note that no other changes will be permitted during the baseline modification with the exception of deletions.

Steps to prepare now:

• Review your current catalog: Make sure all products/services and pricing are accurate.
• Update product and service descriptions: GSA’s new naming conventions are in effect.
• Verify your Seller Profile in Advantage! so information matches your contract.

Once your Contracting Officer approves your baseline, SIP will be permanently retired for your contract and all contract management will happen in FCP and eMod.
