March 29th, GSA’s The Northeast and Caribbean Region 2 released a notification to all schedule holders that in line with the Category Management initiative, they are proposing several changes to the 738X schedule.

Region 2 Contracting Officer, Mr. Tony Zaza, stated in an email that GSA is updating Schedule 738X to better fit the discrete functions of HR Services. The changes will be worked in Phases.  Using the new OPM HRLOB Framework as a guide, Phase 1 will break SIN 595-21 into a total of 11 new SINS and Sub-Functions. Zaza intends to make the Schedule more “customer-friendly.” The 11 SINS will be defined by discrete NAICS and PSC coding.

Though, GSA is modifying unilaterally, they are seeking vendor input to the change. Tony Zaza is requesting that all comments and discussions be send directly to his email at [email protected].

All current schedule holders will maintain the 595-21 SIN, but must go through the modification process to add the sub-functional SINs. If your schedule was awarded pricing for a specific sub-function the modification process will be streamlined through an administrative mod action in eMod. To add any new SINs not currently awarded, vendors will be required to go through the standard modification process to add a SIN.
