Mandatory Transition to FCP for all GSA Schedules

by | May 12, 2025

General Service Administration (GSA) has finished the testing phase of FAS Catalog Platform (FCP) and is now onboarding all current schedule holders from the Schedule Input Program (SIP) to FCP by the end of FY 2026. Current schedule holders are being transitioned in batches and will receive an email with prior notification. By the end of FY 2025, newly awarded schedule holders will be using only FCP to upload their offerings.

What is FCP and why should I care?

FCP is replacing the SIP program and enhancing eMod. GSA has released this program to increase accuracy, speed, and ensure all pricing is fair and reasonable. SIP will be retired and Price Proposal Templates will no longer be used once the contract is onboarded to FCP. We have more details about this process in our other blog post.

FCP: New Templates. New processes.

This new platform not only requires new templates but also new processes when submitting modifications. The terms and conditions file requirements have been changed too. With all these changes, there is a lot to learn to ensure compliance and accuracy with your schedule offerings.

Important Notes and Changes

Work Sites — For service providers, the Service Plus template only allows vendors to upload one site for labor categories. So if you have Customer and Contractor site rates for your programmer or Engineer, you’ll need to include only your predominant work site for now. GSA is working on a fix and plan on having it live in June. You may also be able to postpone your baseline until that time. Speak with your CO or Coley.

Multiple Modifications – Though FCP is intended to streamline the modification and upload process, it will not allow vendors to submit more than one modification at a time. So vendors need to review and prioritize modification orders for the greatest success (this should not affect administrative modifications).
