Agile Delivery Services
(Updated: June 17, 2015) GSA has finally released its long-awaited RFQ for the establishment of BPAs for Agile Delivery Services (ADS I).
Agile Delivery is a method of software development and technology services that grows organically through collaboration of cross-functioning groups. With the increasing urgency to reduce waste and increase efficiency across the board, GSA has identified agile development as an urgent priority moving forward. In response to this urgency, GSA has moved with uncharacteristic speed in issuing a RFQ seeking vendors with agile capabilities. Whether or not these vendors have previously worked with the Federal Government is not a major factor. In fact, GSA has prepared to on-ramp new vendors with this RFQ, giving them a chance to showcase their abilities. This is a great opportunity for new vendors to enter the marketplace and compete.
The response and evaluation process will be different from what has been seen previously. Vendors will be required to submit a working prototype, and provide code rather than narrative. Furthermore, the labor categories are already defined. This approach empowers new firms with agile capabilities to directly compete against more established firms.
GSA is posting the RFQ through the eBuy portal, though they are considering an FBO release as well.
The Agile Delivery RFQ is going to award to three pools.
Pools 1 and 2 are 100% set-aside for Small Businesses, while Pool 3 is open and unrestricted. Pools and associated categories are broken down below:
