In response to recent executive orders, federal procurement is undergoing a major shift. Chief among the changes is the consolidation of civilian procurement under the General Services Administration (GSA). GSA continues to modernize federal procurement through the launching of the OneGov Strategy. OneGov is meant to transform how the government customers buy goods and services.
What is the OneGov Strategy?
The OneGov Strategy changes how the federal government buys by leveraging its collective purchasing power to negotiate deeper discounts and standardize acquisition.
The primary goal of the OneGov Strategy is to have the federal government act as a single, coordinated enterprise when it comes to buying, such as:
- Reducing duplication across agencies
- Leveraging shared standards to simplify procurement
- Maximizing taxpayer value with lower costs and streamlined processes
Phase One: Standardizing IT and Software Procurement
Set up in phases, the first phase will provide agencies with easier access to IT tools with standardized terms and pricing. Original Equipment Manufacturers such as software developers, benefit as federal customers can purchase directly from them, rather than the reseller. This initiative prioritizes more transparent pricing and streamlined acquisition for software procurement by incorporating pre-negotiated agreements. GSA call this a “shared enterprise that powers everything from citizen services to national security”.
Other initiatives from GSA’s recent changes incudes a governmentwide Microsoft agreement under the Governmentwide Microsoft Acquisition Strategy (GMAS) and reaching an agreement with Google offering a temporary 71% reduction in the price of Google Workspace for federal agencies. These two major changes reflect GSA’s continued involvement in acting as a central hub for procurement, and the beginning of OneGov Strategy.
While taxpayers will benefit from less government spending, many small resellers will need to look to value added services and integration to remain competitive. The standardized pricing is likely to open more opportunities for FSS, GWACS, IDIQs, BPAS, etc.
