GSA Transitions Services from SIP TO FAS Catalog Platform

GSA is phasing out the SIP program and is in the process of moving all contractors to the FAS Catalog Platform (FCP). 1658 contractors were already transitioned to FCP in FY24.

As FY25 begins, GSA is preparing to transition more contractors. The next wave of expansion is set for January 2025. This will include contracts that offer services and products and have already gone through the baseline process in FCP. They will be able to use the Services Plus File instead of the Services Price Proposal Template (PPT). The Services Plus File (SPF) has been released on GSA interact.

More contractors will be transitioned to FCP starting in Spring 2025. GSA will continue to expand the onboarding to include contracts that are solely services. What Does Services Plus File Look Like?

SPF is very similar to the current Services PPT, however all the sheets offered in the Services PPT are now on one sheet on the SPF. The latest version of the excel file can be found on GSA Interact. Benefits of Services Plus File and FCP?

FCP allows automatic upload of the services and pricing offered to GSAeLibrary. Contractors will not have to manually update pricing on Terms and Conditions file. The system reduces human error and allows prices to be more current on GSAeLibrary.

Does this update affect my terms and conditions file?

Yes, the terms and conditions file will now only list the items listed in the I-FSS-600 section of the solicitation. No pricing will be allowed on the document. Coley will help our maintenance clients update their terms and conditions file to ensure compliance.
