General Services Administration (GSA) has released Refresh 25 to Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001. Mass Mod A893 has been released for schedule holders for review and acceptance.

This refresh is in response to Executive Order 14168, 14148, 14057, and 14208. Each large category solicitation will include advisories to the “General Information” section with reference to the above mentioned Executive Orders. There will also be clause and provision updates incorporating the following:

• Incorporate the provision and clause deviations, in place of the standard deviations, and remove the clauses, as specified in CD-2025-04, FAR Class Deviation for Revoked Executive Order 11246, Equal Employment Opportunity.
• Incorporate the provision and clause updates as specified in CD-2025-05, FAR Class Deviation for Section 2 of Executive Order 14148, “Initial Rescissions of Harmful Executive Orders and Actions,” which revoked Executive Order 14057, and Section 2 of Executive Order 14208, “Ending Procurement and Forced Use of Paper Straws.”

   • Facilities Maintenance and Repair (B01): Revisions to SIN 561210FAC Facilities Maintenance and Management 
     SIN instruction note to remove references that are redundant to statutory requirements.
   • Facilities Services (B02): Revisions to SIN 561730 Grounds Maintenance
     Delete SIN instruction note that states to remove redundant references to statutory requirements.
   • Facilities Solutions Subcategory (B03): Revisions to SIN 334512 Total Solution Support Products for Facilities Management Systems
     Remove subgroup: Energy Savings Performance Contracts (ESPC). Update SIN description to account for removal of ESPC subgroup
   • Facilities Supplies Subcategory (B04): Revisions to SIN 326199 Waste and Recycling Containers and Receptacles – Outdoor and Indoor Use & SIN 332321 Doors, Windows, Skylights, Panels, and Shutters
     Delete SIN instruction note to remove redundant references to statutory requirements. Remove note from SIN description to remove unnecessary references

     Update description/instructions to remove references to gender ideology related items and DEI/DEIA related items, and to align with OPM’s Human Capital Business Reference Model (HCBRM) 4.0.

   • Industrial Products Subcategory (E05): Revisions to SIN 325320 Pest and Animal Control Products & Services & SIN 332913 Plumbing Products and Bathroom Fixture Solutions
     Revise SIN description to remove unnecessary reference to environmentally sustainable methods. Revise SIN description to remove unnecessary note that references product options. Remove SIN instructions to remove the WaterSense requirement per Class Deviation CD 2025-05
5. Information Technology (F):
