If you are a Multiple Award Schedule (MAS) holder, you may have received a letter from GSA in April of this year notifying you of upcoming changes to select Special Item Numbers (SIN) specifically for the use of small business set-asides.
These changes are largely due to the recent Federal Acquisition Regulation’s (FAR) 52.219 changes which now authorize federal agencies to set aside procurements for small businesses at the task order level through the GSA schedule.
These SINs will be removed effective July 1, 2013. Any affected products/services are to be transferred to a relatable, unrestricted SIN. GSA has initiated modifications for some schedules to effect the change; the modification will also explain the process. In all cases, a revised GSA Schedule pricelist must be created and uploaded to GSA eLibrary and GSAAdvantage!
IMPORTANT: Affected Small business contractors are to contact the task ordering agency for existing contracts regarding these changes as soon as possible.
We have seen some of the letters distributed to Schedule 66 and Schedule 541 holders. Be advised that the Set Aside designation is spread across the MAS programs therefore may not be the only Schedules affected. Check to see if your SIN has the Small Business Set-Aside Designation and contact your Contracting Officer or Coley Account manager for further guidance on these changes.
Losing this SIN does not mean that you cannot bid on small business only inquiries. Agencies are still required to award percentage goals to small businesses and should be doing even more so this time of year because of the approaching Government 4th quarter. Be sure to have your business size displayed correctly in all registrations, such as eLibrary and the System for Award Management (SAM), and predominantly displayed on your proposals and websites, so that government buyers can easily find your business size.
