GSA Issuing Fifth Solicitation Refresh of 2025
GSA is adding a new economic price adjustments clause and removing the existing clauses. The new clause, GSAR 552.238-120, will combine the existing clauses and remove annual limitations on number of adjustments and the cap on increases. Contractors can establish adjusts based on the following mechanisms:
- Adjustments based on fixed escalation rates
- Adjustments based on market index or other basis
- Adjustments based on established pricing
- Adjustments based on unforeseeable significant changes in market conditions
The method you will use will be determined at award or, for existing contractors, when an EPA, Option to renew, or terms and conditions modification is triggered following solicitation acceptance. GSA provided the following instructions:

When to Expect GSA Refresh 29
GSA Solicitation refresh 29 is set to be issued August 2025. Modification changes will be accepted through a mass modification.
Other changes coming include updated FCP Product and Service Files; official retiring of 19 small business set-aside SINs; and moving Unmanned Aircraft Systems from 334515 to SIN 334220.
