GSA OCAS is Consolidating More Buys Through GSA Vehicles: What Contractors Should Do to Stay Competitive

GSA OCAS is pushing procurement centralization from a broad policy statement into a practical business-development strategy for federal contractors. Laura Stanton, acting commissioner of GSA’s Federal Acquisition Service, described GSA’s push to consolidate more common buying through GSA vehicles and highlighted the Office of Centralized Acquisition Services, or OCAS, as a group intended to manage transactions, aggregate demand, and use data to improve pricing consistency across agencies.

GSA Centralization is a Return to Founding Mission

GSA leaders are framing procurement centralization as a return to the agency’s founding mission rather than a short-term initiative. Stanton said GSA contracts accounted for about 25 percent of total government buying, with $110 billion in order volume flowing through GSA vehicles in 2025.

GSA’s Office of Centralized Acquisition Services (OCAS) helps federal agencies simplify and strengthen how they acquire common goods and services. GSA contractors should be aware that GSA’s OCAS office hosts quarterly pipeline reviews to share upcoming contracting opportunities, market analysis, and pricing expectations with industry partners. These virtual sessions feature updates from OCAS leadership, insights from the GSA Office of Small Business, and details on active customer requirements.

Pipeline reviews can give GSA contractors insight into the categories of common demand GSA is trying to organize, the agencies involved, and the types of solutions that may fit future centralized buying activity.

For a GSA Schedule holder, this is a reminder that simply having a contract is not enough. The company still needs a clear story around scope fit, pricing, catalog quality, labor categories, differentiators, and agency use cases. If GSA is aggregating common demand, vendors that can clearly explain where they fit across multiple agencies may have an advantage over vendors that only react after a task order appears.

For GWAC and IDIQ contractors, the same logic applies. GSA centralization may increase the importance of understanding which vehicle is best suited to a requirement, how your company supports that vehicle’s scope, and whether your team can respond quickly when demand becomes more visible.

First, review whether your current GSA Schedule, GWAC, or IDIQ positioning actually matches the common needs agencies are likely to centralize. Contractors should be able to explain not only what they sell, but why that offering is repeatable across agencies and suitable for governmentwide buying.

Fourth, GSA contractors that sell common commercial products, IT services, cybersecurity, cloud, professional services, facilities support, or mission support should be especially attentive. These are the types of offerings that may align with cross-agency demand and governmentwide purchasing strategies.
