GSA Announces Seventh MAS Solicitation Refresh of 2025 to Align with FAR and GSAR Updates
GSA has announced that Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001 will have another refresh in November GSA MAS, Refresh 30 – this is the seventh refresh in 2025 . The upcoming changes are to ensure the solicitation is in line with the updated Federal Acquisition Regulation (FAR) and General Services Administration Acquisition Regulation (GSAR). GSA is making several changes to clauses and provisions to align with the FAR and GSAR updates from the Revolutionary FAR Overhaul.
Changes to Specific Large Categories, Subcategories, and SINs under Refresh #30
Order-Level Materials (OLM) SIN is getting a description update to ensure alignment with the RFO. The new description will point contracting officers to the procedures outlined in RFO 538.7104-2; which provides the following guidance for OLM acquisition:
For OLMs to be included in orders, the items must NOT be the primary purpose of the order; must be clearly identified in the order as items not on the contractor’s FSS contract or FSS BPA; and a fair and reasonable price determination must be made for each authorized OLM but is not required prior to awarding the order. Optional guidance allows the buyer to authorize FSS contractors to acquire OLMs from priority sources under FAR part 8 and include any additional requirements governing the OLMs being ordered that are not otherwise included in the contract.

Additionally the new language in GSA Refresh 30 limits OLM to 60 eligible subcategories:

As you can see, these 60 eligible categories are broad enough to allow nearly any product or service essential to a total solution.
Changes for Nonmanufacturers
The latest Solicitation asks all vendors to verify if the manufacturer is listed in the GSA Vendor Product Portal (VPP) and that you are identified as being authorized to resell. However, if the manufacturer is not listed and you are not reselling IT, Printing or Photography Equipment; the letter of supply is not required.

Professional Compensation Plans
The GSA solicitation no longer requiring vendors include Professional Compensation Plans in new offers and additional SIN modifications. This requirement has been removed during the FAR Overhaul

It is important to note that mass modifications covering solicitation refreshes are required to be accepted by all contract holders, though you are able to request exception from some SINs in rare and unique circumstances.
