Adding to GSA Professional Services Category Hallways toolkit, GSA has released a dynamic research and rate analysis tool with help from 18F titled the Contract Awarded Labor Category (CALC) Tool.  The new tool is sleek and intuitive, and is intended to provide Contracting Officers and Government decision makers quick access to over 48,000 labor categories.

Contracting Officers can search by title and filter by minimum experience, education, business size, schedule, and site to identify comparable labor categories and rates to efficiently make a fair & reasonable determination.

Unfortunately, there are currently no filters for regions or states, which could offer a more specific review of rates in areas with a lower or higher cost of living. However, GSA states that future enhancements will include more visualization options and the ability to input a specific rate for comparison.

Even when submitting a fixed price solution, the rates you use in a Basis of Award build-up will affect overall pricing.  We recommend that you bookmark this tool and use it when building proposals, responding to quotes, or just checking in on competitors and industry.
