A Major Shift in Federal Procurement
On March 20, 2025, a landmark Executive Order (EO) was signed, dramatically reshaping federal procurement. The order emphasizes streamlining acquisition processes, reducing redundancy, and expanding the General Services Administration’s (GSA) Federal Acquisition Service (FAS) by nearly 400%.
Under this directive, GSA, in collaboration with the Office of Management and Budget (OMB), will lead efforts to consolidate procurement activities for commercial goods and services government-wide. This includes transferring the management of all Government-Wide Acquisition Contracts (GWACs) directly to GSA. Currently, GSA already manages several substantial, multi-year IT contract vehicles.
For contractors, this shift signifies both challenges and opportunities. It means navigating a more centralized procurement system that demands enhanced agility, rigorous compliance, and strategic market positioning. Centralization of Procurement Activities
GSA’s FAS administers best-in-class contracting vehicles through the Multiple Award Schedule (MAS) program, streamlining purchasing processes across federal agencies. Beyond the MAS, GSA manages Blanket Purchase Agreements, Indefinite-Delivery, Indefinite Quantity, and GWACS.
A pilot initiative is already underway, moving acquisition responsibilities from the Office of Personnel Management, the Department of Education, the Small Business Administration, and the Department of Housing and Urban Development to GSA. Notably, OPM’s procurement functions have already transitioned fully to GSA control.
Federal Acquisition Service: Growing Responsibilities
Josh Gruenbaum, Head of FAS, stated in an interview with Nextgov/FCW:
“Over the coming months, we are going to ingest all domestic, commercial goods and services inside the GSA… We’re not going to do all $900 billion, but we will do about $400 billion, so we’re going to quadruple our size.”
This significant expansion highlights the immediate need for contractors to align with evolving GSA standards and expectations.
GWAC Consolidation Under GSA
GWACS are being consolidated under GSA FAS, as well, who currently manages several GWACS:
- 8A Streamlined Technology Acquisition Resource for Services (STARS) III
- ALLIANT 2
- Veterans Technology Services 2 (VETS 2)
- Enterprise Infrastructure Solutions (EIS)
Several GWACS likely to be considered being moved to GSA FAS would include
- National Institute of Health’s Chief Information Officer-Solutions and Partners CIO-SP3 – extended through April, and the follow-on CIO-SP4 ($20 Billion Ceiling)
- NASA’s Solutions for Enterprise-Wide Procurement (SEWP) V contract, which has been extended until October 2025, while the new SEWP contract is currently being evaluated for award. However, with the EO, it is likely that GSA FAS will takeover the new SEWP contract before award.
