In an effort to streamline processes, GSA is decommissioning eSRS.gov and FPDS (Federal Procurement Data System) and consolidating their functions into SAM.gov. eSRS will be shut down on February 20, 2026. FPDS ezSearch and the FPDS public-facing main page will be decommissioned on February 24, 2026, with the ATOM feed retiring later in fiscal year 2026.
After these dates, subcontracting reporting and federal contract award searches must be conducted exclusively within SAM.gov.
These dates are imminent and contractors should treat this transition as a compliance-critical event.
eSRS Shutdown Date: February 20, 2026
Beginning February 20, 2026, subcontracting plan reporting will no longer be available on eSRS.gov. Reporting functions are being migrated into SAM.gov as part of GSA’s broader system modernization effort. Additional transition details are available on the official eSRS page within SAM.gov: https://sam.gov/esrs.
The regulatory framework governing subcontracting plans remains unchanged. Requirements under the Small Business Act and applicable FAR provisions will continue to apply. The change affects the reporting platform, not the compliance obligation.
SAM.gov will serve as the official system for subcontracting plan reporting moving forward.
Only active eSRS users will transition into the SAM.gov reporting environment. Contractors who have not accessed eSRS recently should log in immediately to preserve account status. All outstanding reports should be submitted before the shutdown date, and historical reporting data should be downloaded and retained for audit and compliance purposes. Once eSRS is decommissioned, access to legacy data may be limited or unavailable.
FPDS ezSearch Shutdown and Data Transition to SAM.gov
FPDS ezSearch and the FPDS public-facing site will be retired on February 24, 2026. Users will now be redirected to SAM.gov Contracting: https://sam.gov/contracting. Later in fiscal year 2026, the FPDS ATOM feed will also be discontinued.
Following these changes, SAM.gov becomes the authoritative source for federal contract award data. Contractors should begin conducting award searches directly within SAM.gov and review system guidance available on the FPDS transition page: https://sam.gov/fpds.
Legacy FPDS content, including help documentation and FAQs, will not remain accessible once the system is retired. Organizations that rely on these materials for internal processes or compliance documentation should preserve necessary materials now.
Compliance Risks and Operational Impacts of the Transition
The consolidation of eSRS and FPDS into SAM.gov centralizes entity registration, subcontracting reporting, and contract award data within a single system. While this supports long-term efficiency, it requires immediate operational adjustments.
Contractors should review internal reporting workflows to ensure responsibilities are clearly assigned within the SAM.gov environment. User roles, access permissions, and entity registration status should be verified. Inactive registrations or inconsistent account information may delay reporting access during the transition.
Organizations that depend on FPDS ezSearch or the ATOM feed for market intelligence, subcontracting validation, or internal reporting should transition those activities to SAM.gov immediately to avoid disruption.
If your organization requires assistance reviewing your SAM.gov registration or preparing for subcontracting reporting within the new system, our firm provides SAM.gov account management and subcontracting compliance support. We work with federal contractors to maintain reporting accuracy and reduce compliance risk during system transitions.
Immediate Actions Contractors Must Take
Leadership should direct contract administration and compliance teams to act without delay. Confirm active access to eSRS and submit all outstanding subcontracting reports before February 20, 2026. Download historical reporting records necessary for audit defense and compliance documentation.
Verify that SAM.gov registrations are current and that user roles are properly assigned. Ensure internal stakeholders understand how subcontracting reporting and contract data searches will function within SAM.gov. Conduct internal validation of contract award search procedures within SAM.gov to replace reliance on FPDS ezSearch and the ATOM feed.
GSA has advised contractors to complete all reporting and data preservation activities prior to the decommission date to avoid service interruptions.
Proactive action now will reduce compliance risk and prevent operational disruption.
