Air Force Commits to OASIS for Complex Professional Service Contracts

Air Force Commits to Primary Use of GSA’s OASIS IDIQ Contract

The Air Force signed an agreement on 12/19/2013 during a ceremony with the General Services Administration (GSA) that solidifies the service’s commitment to use GSA’s multibillion-dollar One Acquisition Solution for Integrated Services (OASIS) contract vehicle. OASIS is the first-of-its kind contract that will provide the government with a total solution contract vehicle for complex professional services projects. The Memorandum of Understanding secures exclusive use of OASIS and OASIS Small Business contracts for the Air Force. Check out GSA’s press release here.

According to Randall Culpepper, program executive officer for combat and mission support Office of the Assistant Secretary of the Air Force for Acquisition, the OASIS contracting vehicle will save the Air Force “a tremendous amount of time and effort.” Culpeper also said “It will allow us to aggressively go after our small business goal with access to highly capable and vetted companies, and it significantly reduces our manpower requirements to conduct complex acquisitions.”

Culpepper believes OASIS will make his operation more economical while putting an acquisition tool in place that will be “exceptionally responsive” to the needs of the warfighters. “We think this will be a great long-term relationship that will get us a lot of bang for the acquisition bucks that we have.”

The due date for OASIS and OASIS Small Business proposals was October 30th and GSA plans to award OASIS contracts in early 2014. The commitment and the latest announcement combine to represent an estimated value of $1.3 billion per year for the OASIS community. Although it is too late to apply directly for an OASIS contract, if you feel your company offers complex professional services such as management services, management consulting services, logistics services, engineering services, scientific services, and financial services we recommend you watch for the final awardee list in 2014 and consider reaching out to the awardees for potential subcontracting opportunities.
