Jack Coley

Jack is an Air Force Veteran, results-driven executive, and successful entrepreneur that thrives in driving innovation and change in and across organizations. He has advised small, start-up companies as well as multi-billion-dollar corporations and Government organizations on a broad range of areas, including business strategy, strategic communications, business development, government contracting, start-up operations, process automation, and organizational culture.

He received his MBA with Honors from Webster University and a BS with distinction from Wayland Baptist University.

Vice President

Daniel Coley

Daniel is Vice President of Coley GCS, where he leads the day-to-day contract consulting division operations and management. Daniel is a Certified Federal Contract Manager (CFCM) and has over 16 years’ experience with the acquisition, management (compliance and administration) and marketing of Federal, State, and Local government contracts. Daniel specializes in GSA Schedules, FAR 8 and 12 regulation acquisition and compliance, as well as other aspects of contract management, compliance and marketing.

Daniel leads based on Coley’s philosophy of delivering the very best customer service with integrity. He earned his degree from Texas State University.

Val Arias

Over 10 years’ experience counseling business executives on company expansion opportunities through federal, state, and local government contracting to include assisting in the successful pursuit of complex certifications and registrations required to compete effectively. Former:

Val received her MBA from the University of the Incarnate Word and her BBA in International Business from St. Edward’s University.

Mike Meadows

Mike is responsible for leading and managing Coley’s Government Services division by overseeing the delivery of innovative solutions that exceed our customers’ expectations on schedule and under budget. 

His career includes more than 27 years of varied program/project and product management. He has successfully managed programs for both government and commercial clients.

Mike is certified by the Project Management Institute as a Project Management Professional. Mike received his B.S. in Computer Engineering, from the University of California, San Diego, and M.E. in Engineering Management from the University of Colorado, Boulder.

Senior Associate – Sr. Consultant Contracts & Proposals

J.F Bierlein

JF is the Senior proposal writer, contracts manager, and consultant with Coley Government Contract Services. He has nearly 35 years’ experience in writing and editing for Federal agencies and contractors, including proposal development and project delivery. He is responsible for leading Coley’s proposal efforts and his expertise has directly impacted customers with at least $1 Billion  in awards.

He spent 7 years working on Capitol Hill as a legislative analyst and assistant. As a Federal contractor, he was a lead/writer editor for contracts in support of the U.S. Departments of Energy, Health and Human Services, and Department of Justice. He later was a publications manager for CH2M HILL.

J.F. was an Adjunct Professor in the Washington Semester Program at American University in Washington DC for 10 years and has been with Coley since 2004 where he has been active in GSA Schedule support, Proposal Development, and eLearning efforts.

Teaching business owners from companies  of all sizes, industries,  and experience, preparing them for Government contracting success! 

Coley and Associates, Inc. (Coley) has designed a series of workshops for 7(j) eligible small businesses in Region VI that progressively take small businesses from basic concepts and understanding to advanced understanding and implementation of federal government contracting.

The workshop series consists of three Tracks presented in either eLearning video form or live webinars. Training curriculum is available on the Coley Learning Center’s ePortal where firms have access to all pre-recorded training as well as topic specific Short Bursts for additional learning opportunities.
